At the Florida Bar Board of Governors meeting in Sarasota on Friday July 23, 2010, a resolution was approved to create a sub-committee to study mandatory implementation of Rule 20 (Florida Registered Paralegal program). The resolution was drafted and unanimously approved by the FRP Standing Committee and first required approval by the Program Evaluation Committee (PEC) of The Florida Bar on Thursday, July 22, 2010. The Chair of the PEC committee presented the resolution to the Board of Governors for approval.
The Sub-Committee to study mandatory implementation of Rule 20 will be made up of nine total members, three of which will be PEC members, three will be Florida attorneys, and three will be paralegals. Paralegals wishing to serve on this Sub-Committee will need to submit their request, along with a short résumé and qualifications to FRP@flabar.org.
Formation of this sub-committee does not mean that mandatory implementation is imminent. The sub-committee will study the issue and make a formal recommendation to The Florida Bar Board of Governors. The Florida Bar Board of Governors will then decide whether or not to act. Any amendment to the Rules Regulating The Florida Bar must be then submitted to the Florida Supreme Court for review and approval before implementation.
Tammy Skonie, Vice President of FAPA, attended both meetings as an observer on behalf of FAPA. The FRP Standing Committee of The Florida Bar has not yet made a formal announcement, but sources have advised that more details will be posted on their website shortly.
